Pakistan’s Shaheen Energy (Pvt) Limited and China’s Anton Oilfield Services Group have signed a memorandum of understanding (MoU) to explore investment opportunities of around Rs20 billion over the next three to five years in Pakistan’s gas and upstream energy sector.

The proposed cooperation follows amendments to the Petroleum (Exploration and Production) Policy 2012, which allow exploration and production companies to sell up to 35 per cent of their pipeline-quality gas to licensed third-party buyers through a competitive process.

Under the MoU, the two companies will examine commercially viable projects involving third-party gas sales, upstream gas development, field development, production enhancement, gas processing and energy infrastructure.

Shaheen Energy will contribute its local operations and gas-processing expertise, while Anton will provide international oilfield technology and upstream development capabilities.

Shaheen operates a gas-processing facility at the Sinjhoro field, with a designed capacity of 10 million standard cubic feet per day (MMSCFD). The facility uses membrane-based technology to process low-pressure permeate gas, remove carbon dioxide and upgrade it to pipeline-quality gas. It is currently processing about 8–10 MMSCFD, helping monetise previously underutilised gas while reducing flaring.

The company is also working with E&P firms on the processing, transportation and third-party sale of natural and flare gas under the emerging regulatory framework.

Anton Oilfield Services Group operates in more than 30 countries and regions, offering services ranging from drilling and completion to reservoir engineering, production enhancement, field management and energy-resource commercialisation.

The proposed partnership is expected to focus particularly on stranded and low-pressure gas resources, gas monetisation, field development and technology-driven production enhancement.
